I have to remind you that the emoluments of Civil

Servants are fixed by the B.of 8. for the Colonies.

In practice the 8. of 8. aate on the recommendation of the

Governor and as the monies have to be voted the latter

generally

though not necessarily

members of L.C.

consults the Unofficial

Since the majority of members of X.C. ere Govt.

officials the Governor does not as a rule consult that

body in matters connected with the salaries of the Civil

Bervice,

I am now asked to introduce a fifth wheel in the

Constitutional coach in the shape of a Committee of

representative Heads of Departments to be consulted in the

first instance by the Governor when schemes for alterations

in emoluments are under consideration,

The Governor's adviser in such matters is primarily

the Colonial Secretary to whom all Heads of Departments

are subordinate. The Colonial Secretary is in close touch

with all Heads of Departments and is well acquainted with

all conditions affecting the Service,

I see no necessity for creating such a Committee as

is suggested and I again ask you to desist from pursuing

the consideration of an innovation which, as I have already

pointed out to you, is bound to inspire imitation in other

branches of the Service with reultant unrest and friction.

I would remind you that if Civil Servants are

dissatisfied with their conditions of Service they can

always appeal to the B. of S. for the colonies.
